    Federal Agency's Partnerships with Non Registered Eligible CFL Users


    Federal agencies that have established partnership arrangements with schools in their geographical location can now transfer their excess computer equipment to the recipient without reporting the equipment to GSA and waiting for the screening time to pass. Agencies that have contacted their local school districts and found local school partner's who are not registered on the CFL web site, can now receive the excess computers and related equipment in a more timely manner. This helps agency CFL Property Managers move the equipment from storage areas directly to recipients in a timely manner and may help to alleviate storage problems.


    Federal agencies that transferred their excess computers to schools or educational nonprofit activities can access the Post Transaction module in CFL to add such transfers to their agency's Annual Non Federal Recipient's Report.


    Encourage the eligible school/non profit organization to register on the CFL web site.

    Registration Requirements for Federal Users


    Only users with an e-mail address that ends in .gov, .mil or .fed.us are eligible to use the PTM. Once you have registered using your e-mail address, the next time you access PTM, the only log in that will be required is your e-mail address.

    How Schools are Registered for PTM


    If a federal agency transferred computers to a school that is not registered on the CFL web site, the federal agency can simply register the school by filling in basic information, such as the school's name, street address, city, state, zip code and phone number. The next time the agency transfers computers to the school, the information about the school will be available and obtainable by simply putting in the zip code in the PTM.

    Identification of PTM's

    The CFL System will automatically assign a Case Number to the PTM for each transaction. The case ID will start with PTM-Julian Date and sequential number. There are six fields available after the automatically assigned number for agency use. These transactions will then be sent to the registering agency's annual Non Federal Recipients Report.
